THE REGIONAL Development Planning Agency (Bappeda) of Central
Sulawesi estimated the need for post-earthquake, tsunami and liquefaction
recovery funds in Palu City, Sigi, Donggala and Parigi Moutong Districts to
reach IDR40 trillion.

This figure was revealed in a public dialogue on
post-disaster rehabilitation and reconstruction plans in Central Sulawesi
facilitated by Central Sulawesi Bappeda and attended by Central Sulawesi
Governor Longki Djanggola at the Santika Hotel Palu, Tuesday (1/22/2019).

The estimated budget needs are still changing
because the damage data collection is still ongoing, so Governor Longki
Djanggola calls attention to the Mayor of Palu and three regents whose areas
affected by the earthquake are more proactive in completing the data
collection.

The policies that have been established for the
recovery of the impact of the disaster in Central Sulawesi include building
temporary shelters for refugees, providing life insurance for shelters,
providing stimulus in the form of cash to victims whose disasters have been
affected by categories of light, medium and heavy damage.

In addition, providing compensation funds for the
victims who died, relocating the construction of permanent housing to residents
whose homes are in restricted areas because they have a high risk of being
affected by the earthquake, tsunami and liquefaction and rehabilitating and
reconstructing infrastructure both public and social and economic facilities.

The governor also stated that he had submitted a
request for the withdrawal of stimulant funds to the Head of BNPB to repair
damaged people’s homes (light, medium and heavy) with a value of IDR 2,539
trillion.

This stimulus will be channeled to the owners of
29,771 houses severely damaged at Rp50 million each, 26,122 damaged houses,
each with Rp25 million and 40,085 slightly damaged at Rp10 million per house.
The governor also asked BNPB to immediately
disburse compensation for 4,340 deaths, each heir will receive IDR 15 million
or a total of IDR 65.1 billion.

“The request was addressed to the Head of the
National Disaster Management Agency (BNPB) through letter Number 466.1/018/BPBD
January 11, 2019. If we want to be fast, please take this request
seriously,” Longki stressed.

Sigi Regent Moh Irwan Lapata said that he had
submitted a number of proposals both to ministries/institutions, local
governments, and NGOs affiliated with world humanitarian organizations to help
post-disaster recovery in his area.

“I am grateful that there are outsiders who
sincerely respond to Sigi’s recovery as the South Sulawesi Provincial
Government will realize the construction of 100 housing units (permanent
housing) for residents who have been relocated,” said Irwan.

While the Palu City Government in the recovery
scheme that will be carried out is related to the economic sector by relocating
traders around Talise Beach to Vatulemo Field and urban forest areas.

Meanwhile, Donggala Regent Kasman Lassa will make
the Sabuk Nusantara ship stranded ashore in Wani Village as a tsunami monument
just like in Aceh. **
